What is National Overseas Scholarship (NOS)?

The National Overseas Scholarship (NOS) is a Central Sector Scheme launched by the Ministry of Social Justice & Empowerment, Government of India to provide financial assistance to students from Scheduled Castes (SC), Denotified Nomadic and Semi-Nomadic Tribes (DNT/SNT), Landless Agricultural Labourers, and Traditional Artisans for pursuing higher education abroad.

This scholarship enables low-income students to pursue Master's degree or PhD courses at top 500 QS World Ranked Universities in any field of study, thereby improving their economic and social status.

Complete Eligibility Requirements:

1. Category Eligibility

Must belong to one of the following categories:

  • Scheduled Castes (SC) - 115 slots
  • Denotified, Nomadic & Semi-Nomadic Tribes - 6 slots
  • Landless Agricultural Labourers - 4 slots
  • Traditional Artisans - 4 slots

2. Academic Qualification

Merit List Preparation:

1 Primary Criteria: QS World Ranking

Candidates are ranked based on the QS World University Ranking of the university from which they have received offer letter. Higher ranked university = Higher position in merit list.

2 Tie-Breaker: Academic Marks

If two or more candidates have offers from universities with same QS ranking, their position in merit will be decided based on marks/grades in qualifying examination (Bachelor's for Master's, Master's for PhD).

3 Selection Committee Review

Scrutinized applications are placed before Selection-cum-Screening Committee for recommendations. Committee evaluates eligibility, document authenticity, and merit ranking.

4 Ministerial Approval

Final selection list is submitted for approval of Hon'ble Minister of Social Justice & Empowerment. Approved list is published on the portal.

5 Wait List

Wait list of eligible candidates maintained in final round (maximum 50% of total seats). Valid until 31st March of selection year. Waitlisted candidates may apply for next year.

Surety Bonds Requirements

Selected candidates must execute a bond on non-judicial stamp paper with TWO SURETIES before a Notary Public.

Bond Amount:

Actual amount to be spent by Government of India OR Rs. 50,000 (whichever is higher)

Stamp Paper Value:

Rs. 100 non-judicial stamp paper for each bond (2 bonds total)

Solvency Certificates:

Both sureties must provide solvency certificates from Revenue Department

Liability Coverage:

Covers: Travel, fees, maintenance, stipend, miscellaneous expenses

Mandatory Conditions & Undertakings:

1. Mandatory Return to India

  • Must return to India within 30 days of course completion
  • Must stay in India for at least 1 year after return

Default Under the Scheme - Serious Consequences

A candidate will be declared DEFAULTER if:

  • Violates any terms/conditions of bonds executed
  • Receives adverse reports from university on studies/conduct
  • Leaves for another country without permission
  • Absconds or joins another university/course
  • Returns to India without informing Indian Mission
  • Fails to complete course successfully (without valid reason)
